Arthur Ronda Davis, 36, of 1320 Dunham Road, Chuckey, was arrested after a two-month investigation and charged with 20 counts of rape of a child, three counts of aggravated sexual battery and other related charges, according to Washington County Sheriff’s Office Investigator Sammy Phillips.
Some of the details of the investigation were not released, but Phillips said the sheriff’s office became aware of the allegations in October after the Department of Children’s Services alerted them about two girls whom Davis was acquainted with and allegedly forced into sexual activity.
Phillips, in the court document he filed charging Davis, said the incidents with the first victim included Davis forcing the her to have various forms of sex on 20 different occasions when the girl was between 8 and 12 years old.
The second victim was forced to allow Davis to touch her inappropriately on three occasions when she was 12 years old, Phillips said.
“DCS came to us with a complaint that they were investigating involving two girls,” Phillips said.
Phillips said he cannot discuss the details of the DCS investigation because of a confidentiality agreement with agency. By state law, DCS records are protected from public view.
Phillips said with sensitive cases like this one, the Children’s Advocacy Center of the 1st Judicial District is a valuable tool.
“It provides a child-friendly environment that allows the interview to be videotaped so the victim only has to tell what happened one time. It’s a wonderful asset and tool,” Phillips said.
“They help us out tremendously. It’s hard to bring a child into a sheriff’s office and ask them what happened.”
Davis was being held in the Washington County Detention Center on Wednesday and is scheduled for arraignment in sessions court in Johnson City today.
