Johnson City man arrested for alleged cocaine possession outside Roadrunner in Kingsport

A Johnson City man will appear on Sept. 20 in Kingsport General Sessions Court on charges stemming from alleged possession of cocaine and other drugs and paraphernalia outside a Roadrunner Market in Kingsport.

Randy Dean Looney, Jr., last arrested in Sullivan County in 2004, now faces multiple charges stemming from alleged drug possession at the Roadrunner Market, 1600 West Stone Drive.

A Kingsport police officer allegedly spotted Looney in a white Buick around 1:23 a.m., Aug. 10, in possession of cocaine and a silver spoon covered in a powdery substance also believed to be cocaine.

Police also reportedly found a clear cellophane wrapper containing what they determined were Xanax tablets.

Looney was described by police as glassy-eyed, unsteady on his feet and having slurred speech.

He was transported to the city jail on charges of possession of over .5 grams of cocaine, possession of schedule IV drugs, possession of drug paraphernalia and public intoxication and is currently out on bond.
