Foul play ruled out in Norton man's death

NORTON - Authorities have determined no foul play was involved in the death of a Norton man.

The body of Richard Elwood Osborne, 50, 210 McCoy St., Norton, was found by a resident of the Ramsey public housing complex while taking out her trash early Thursday.

Norton Police Department Sgt. J.C. Lane said Friday that Osborne's body was found lying face up on a concrete wheelchair ramp at 1133 Flanary Ave. in Ramsey. Death was attributed to hypothermia. Temperatures overnight Wednesday into Thursday dipped into the teens in the Norton/Wise area.

Lane declined to address reasons why Osborne spent the night outdoors on a concrete wheelchair ramp, saying only that foul play was ruled out as a contributing factor.
