According to a press release from the Hawkins County Sheriff's Office, on Friday bondsmen called police to 1909 Carters Valley Road, apartment 2. They were initially at the scene to serve a warrant on resident Nickey Daniel Hatcher, 36, who was wanted out of Virginia. Police were contacted when two men were found passed out in a vehicle in front of the apartment.
Deputies reportedly responded and were "eventually able to wake the subjects," who are identified as Ace Moppin Rose, 34, and William Todd Felty 47. Police say they then recovered from the men nearly 100 small zip lock baggies, electronic scales, approximately $700 cash, multiple cell phones, glass pipes, brass knuckles, marijuana, and clonazepam tablets. An HCSO press release says Rose and Felty had visited the residence to obtain methamphetamine, which would later have been redistributed.
Subsequent investigation then made contact with Hatcher and another resident of the apartment, Melissa Ann Smith, 35. Hatcher was taken into custody on the outstanding warrant from Virginia, while Smith allegedly gave false statements on her identity.
A search of the residence reportedly located three loaded handguns, approximately two ounces of meth packaged in separate bags, marijuana, hundreds of zip lock baggies, drug ledgers, glass pipes, syringes and electronic scales. Police say they also found approximately $1,500 cash, brass knuckles and a Taser.
All four suspects were transported to the Hawkins County jail, where corrections officers found another small baggie of meth in Hatcher's possession. Police say Hatcher grabbed the drugs and attempted to eat it, but was stopped from doing so.
Both Hatcher and Smith are charged with possession of methamphetamine with intent to deliver, simple possession of marijuana, maintaining a dwelling for drug use, possession of firearm during commission of a felony and possession of a prohibited weapon. Hatcher is additionally charged with tampering with evidence, while Smith faces a count of criminal impersonation. Due to the outstanding, unspecified warrant, Hatcher is also charged with being a fugitive from justice.
Rose, 653 Arch Street, Kingsport, and Felty, of 801 Carolina Street, Bristol, Tenn, are each charged with conspiracy to distribute methamphetamine, simple possession of marijuana, simple possession of clonazepam and possession of drug paraphernalia. Rose faces an additional charge of possession of prohibited weapon.
