Update: Man fatally shot after dragging cop with SUV

UPDATE, 4:52 p.m.:

KINGSPORT — A wanted man has been fatally shot by police after allegedly dragging a Sullivan County deputy with a vehicle.

The incident occurred shortly before 1:30 Monday afternoon in a residential area between Reservoir Road and South Wilcox Drive. According to Tennessee Bureau of Investigation Spokesperson Leslie Earhart, police received information that Terry R. Frost, 32, was at a residence on Pennsylvania Road.

The Sullivan County Sheriff’s Office reports that Frost had six active warrants, including one for felony reckless endangerment. Earhart said that when deputies approached the home, Frost was seen running from the residence and into an overgrown area.

A short time later, police spotted Frost about a half mile away on Diana Avenue. He was reportedly getting into an SUV driven by a female. According to Earhart, police approached the vehicle and ordered the female to exit. When she complied, Frost allegedly jumped from the back of the SUV and into the driver's seat.

"Deputies attempted to pull Frost from the vehicle, at which point he accelerated, dragging a deputy with him," Earhart said. "The deputy then fired shots striking Frost, and the vehicle continued a short distance before coming to a stop in the yard of a residence located in the 2000 block of Diana Avenue."

Both Frost and the officer were transported to the hospital and Frost was pronounced dead. As of early Monday evening, the officer was receiving treatment for non-life-threatening injuries. The SCSO has declined to identify the deputy at this time.

The SCSO reports that along with the felony reckless endangerment charge, Frost also had active warrants for felony evading, vandalism, violation of a traffic control device, driving on a suspended license and criminal impersonation.

TBI agents are continuing to investigate the incident, conducting interviews with neighbors and any potential witnesses and collecting evidence from the scene of the shooting. The findings of their probe will later be presented to Sullivan County District Attorney General Barry Staubus.
