A Sullivan County grand jury handed down the charges on June 11. According to Kingsport Police Department Public Information Officer Tom Patton, they were the result of several separate and extensive investigations by the KPD Vice and Narcotics Unit.
Three of the suspects were already in custody with other agencies on unrelated charges, while 15 more have since been located and served with warrants. The following 10 people remain at large:
Deborah Brown: sale/delivery of hydrocodone;
Jeffery Morse: sale/delivery of oxycodone (four counts);
Troy Robert: sale/delivery of buprenorphine (six counts), maintaining a dwelling where narcotics are used or sold;
John Parrish: possession of over half a gram of meth for sale/delivery, possession of hydrocodone for sale or delivery;
Perez Tarter: sale/delivery of over half an ounce of marijuana (6 counts), maintaining a dwelling where narcotics are used or sold;
Brandon Dockery: possession of over half an ounce of marijuana for resale within 1,000 feet of a child care agency;
Charles Guy: possession of over half a gram of meth for sale/delivery, possession of a firearm during commission of a dangerous felony;
Charles Lampkins: sale/delivery of hydrocodone within 1,000 feet of a school;
Kenneth Phillips, sale/delivery of hydrocodone within 1,000 feet of a school;
Brian Morris: sale/delivery of hydrocodone (4 counts).

Police report the following are already in custody on a variety of drug-related charges: Betty Bishop, Ronnie Johnson, Jason Keen, Patricia Henson, Whalen Carpenter, Kimberly Baird, Gerald Rogan, Larry Hawkins, Tabatha Maddox, Michael Smith, James Lane, Jona Walker, Joshua Sanchez, Dustin Cradic, Nicholas Baird, Jacob Chatman, Savannah Ramey and Rocky Woodard.
