Couple indicted on pot trafficking, attempted child neglect charges

ROGERSVILLE — A Kingsport couple will be arraigned Friday in Hawkins County Criminal court on charges including marijuana trafficking and attempted child neglect of a 5-year-old girl.

Brandon Ryan Lynch, 30, and Jackilyne O'Donna Lynch, 33, both of 3421 Watterson street No. 77, Kingsport, were each named in a four count Hawkins County Grand Jury sealed indictment on Dec. 4, although the indictment warrants weren't served until Tuesday.

They were both charged with possession of marijuana with intent to deliver within 1,000 feet of a public park, maintaining a dwelling where narcotics are used or sold, possession of drug paraphernalia and attempted child neglect.

In a related case Benjamin Joshua Barbour, 32, 665 Bancroft Chapel Road, Kingsport, was named in a Dec. 4 sealed indictment for possession of marijuana with intent to deliver within 1,000 feet of a public park and possession of drug paraphernalia.

His indictment warrant was served Wednesday, and he too will be arraigned Friday in Criminal Court.

All three are accused of possessing 87.11 grams of marijuana for resale within 1,000 feet of Rotherwood Park on March 23, 2017.

The Lynches are additionally accused of being a party to, or criminally responsible for "knowingly neglecting a child ... so as to adversely affect the child's health and welfare".

All three were charged by Kingsport Police Department Detective Mike Hickman.

Mr. and Mrs. Lynch were released on $20,000 bond each, and a $5,000 bond was set for Barbour.
