Kingsport man allegedly exposes himself to child

KINGSPORT — A city man has been arrested after reportedly exposing his genitalia to a young boy behind a trash bin.

Franklin “Buddy” Cheek, 46, was jailed Wednesday afternoon. An affidavit filed in Kingsport General Sessions Court says city police were called to the 1000 block of Gibson Mill Road shortly before 4 p.m.

A witness told an officer that Cheek was holding his penis while a boy, identified as being younger than 10, was only a couple of feet away. The child was allegedly facing Cheek when the incident occurred.

An officer reports questioning Cheek, who initially stated he had gone behind a trash bin to urinate. He allegedly later changed his account, stating that he was just talking to the boy “about building teepees.”

Police also interviewed one of Clark’s family members. That man claimed he previously told Cheek to “stop going behind the building with (the victim.)” A referral on the incident was forwarded from police to the Department of Children’s Services.

Cheek, of Gibson Mill Road, was arrested for indecent exposure and booked into the city jail. He was released Thursday on $4,500 bond.
