The TWRC is the governing body for the state’s wildlife agency. John Francis Smolko Jr. served as chairman of the commission from 1994-99.
“We are working on one other complaint that may be related,” said Germantown Police Capt. Mike Gray on Monday.
Smolko, 58, was charged Wednesday with indecent exposure. A woman who was driving to work said she saw a man in a black shirt and khaki pants walking and exposing himself in Poplar Estates area near Brookside and Neshoba.
When the police officer stopped Smolko about a block from where the woman reported the incident, the report said, the suspect “had his pants unzipped and I could see his genitals but they were not outside of his clothing.”
Smolko owns an all-terrain vehicle business, Polaris of Memphis, and is a former Ducks Unlimited official. He resigned from Ducks Unlimited as community affairs director in 1996 to open an ATV and jet ski business. In the early 1990s, he was instrumental in overseeing Ducks Unlimited’s national headquarters move from Chicago to Memphis.
