KPD honors officers shot in standoff

KINGSPORT — The Medal of Valor is the highest law enforcement medal awarded to a Kingsport police officer. It’s awarded for an act of extraordinary bravery or heroism that is above and beyond the call of duty.

Four such medals were awarded on Tuesday to the officers involved in a November standoff at Manor Court apartments in Ridgefields. Two other officers and a civilian were also recognized on Tuesday for their actions during the incident.

— Cmdr. Jason Bellamy and Sgt. Kevin Hite: the Police Star

— Medic Adam Williams: the Citizen Commendation Certificate

The standoff began when Kingsport police attempted to serve a warrant on Hugh Kyle Hurd, who refused to come out of his apartment for about two hours. When he finally exited the residence, Hurd advanced on the officers while firing a shotgun multiple times.

Jackson was struck by two blasts, the first knocking him down and the second hitting him while he was on the ground moving to cover. Reid was hit once and, like Jackson, his training and instincts kicked in, and the two officers returned fire, Police Chief David Quillin said.

Slater and Parker, who had also responded to the scene, returned fire as well, with the four men driving Hurd back into his apartment.

Quillin said Reid and Slater then dragged Jackson away from the scene. All told, they dragged him more than 50 yards to safety. SWAT personnel eventually entered the apartment and found Hurd dead.

According to the Kingsport Police Department, Bellamy assisted with the medical triage of Jackson while providing leadership during a chaotic situation in a hostile environment. Hite, the SWAT Team commander, orchestrated the tactical approach to Hurd’s residence and Williams, a civilian volunteer, provided combat field first aid to the wounded officers.
