Hiring consultant to have Hawkins school director finalists by Sept. 6

ROGERSVILLE — The Hawkins County Board of Education legally can't choose a new director of schools until September, but its contracted hiring consultant has already received at least 12 applications.

That consultant, Wayne Qualls, has been asked to present the BOE a list of no more than six finalists at its Sept. 6 meeting.

The deadline for applicants to submit an application for the Hawkins County director of schools position to Qualls is Friday at 4:30 p.m.

The countywide general election, including school board election, is Thursday. State law prohibits the hiring of a director 45 days before an election and 30 days after an election.

BOE Chairman Bob Larkins said he made an executive decision to put the vacancy on the school system website, and as of the July 12 BOE meeting the search consultant had received 12 resumes.

"Of course, this is all dead time in which we can't be hiring, but I was told by the TSBA attorneys that we could be conducting a search," Larkins told the board at its July meeting. "We just can't hire anybody and enter into a contract until 30 days after the local election."

Qualls also consulted the Kingsport City Schools system in finding its new director Dr. Jeff Moorehouse earlier this year.

Larkins noted that Qualls has already started background checks, and the board agreed to have him bring a list of no more than six finalists to be presented to the BOE at its Sept. 6 meeting. That gives applicants an opportunity to tell their employers they've applied for the job before their name is released publicly, Larkins noted.

Dr. Reba Bailey was appointed to serve as interim director in June after Steve Starnes, who had been director since 2014, accepted the Greeneville director position vacated by Moorehouse.

The qualifications for the Hawkins County director of schools position include: a professional educator's license, master's degree in education with preference for a doctorate degree, three years of successful experience in school administration, and such other qualifications as the board deems desirable.

Among the items to be included are a formal letter of interest, a current resume, a copy of the candidate’s Tennessee or other state’s license and certifications, university transcripts, and name, address, email addresses and telephone numbers of five professional references.
