NASCAR alters qualifying after safety concerns

Moving swiftly to address driver safety concerns, NASCAR on Tuesday banned cool-down laps and will start allowing teams to hook up cooling units to their engines on pit road - the first major changes to the popular new knockout qualifying format.

Stewart Peppers, 22, died in April at Johnson City Medical Center after being transported from the Washington County Detention Center. He had been in jail several days when sheriff's department employees said he began acting violently inside his cell.
