Kingsport police say two people have been arrested in a shoplifting and return scam at city Walmart locations, with one suspect picking up an additional charge of possession of a firearm by a convicted felon.

The best monthly showing from the period was an 8.51 percent growth, over the same month prior year, for revenue that came back to the county and cities in October. That would have been for sales taxes collected during August.

I am sure he stole the idea and then presented it as his own. His idea comes with a tax increase for all the states, while Tennessee's plan is paid for by the state lottery.
