Jerry L. Dugger, 49, 160 Carr Hollow Road, Bluff City, died when a cement truck crashed into his pickup after Dugger pulled his 2009 Nissan Frontier into its path, according to a press release issued by Washington County Sheriff Ed Graybeal.
