Former Gate City coach facing felony hit-and-run charge

Shannon Mark Carter, 37, Hazlewood Avenue, Kingsport, had a single count of felony hit and run with failure to report damage greater than $1,000 bound over to a grand jury Monday during an appearance in Scott County General District Court.
