Convicted child rapist Billy Wayne Spears was sentenced to 180 days in jail Monday by Sessions Judge J. Todd Ross in exchange for a guilty plea to attempted violation of the Tennessee Sex Offender Registry.

KINGSPORT — The Board of Mayor and Aldermen gave final approval to Kingsport's 2015 budget Tuesday night, a budget that includes a 13-cent property tax hike and increases to both the water and sewer rates.
