KPD: Parking lot mishap spurs felony charges

A minor collision outside of Kingsport's Hog Wild Saloon has led to major charges, as an officer allegedly observed a man back his car into another vehicle, then flee the scene, which ignited police pursuits in multiple jurisdictions.
